The Town of New Marlborough, acting through the Board of Selectmen, will accept sealed bids for resurfacing and installing shoulders on Mill River Great Barrington Road and New Marlborough South Sandisfield Road (Route 183) (approximately 4,091 tons of MassDOT top with wedge joint and tack coat). As well as full depth reclamation and resurface of 5,700 feet long X 22 feet wide of Norfolk Road. All materials and workmanship are to meet the latest MassDOT specifications. Bids packages will be available at the New Marlborough Town Hall starting Wednesday, 5/23/18, Mon.-Fri. from 9am-3pm; by calling (413)229-8116; or by emailing a request to sfleck@newmarlboroughma.gov. Sealed bids will be accepted until 1:00 p.m. Wednesday, 6/6/18, at the New Marlborough Town Hall, 807 Mill River Southfield Road, PO Box 99, Mill River, MA 01244, at which time they will be opened and read aloud. The Great Barrington Planning Board will hold a public hearing on Thursday, June 14, 2018 at 7:00 PM at Town Hall, 334 Main Street, Great Barrington, MA, to act on the special permit application of Briarbear LLC, PO Box 954, Stockbridge, MA, for a special permit to erect a new freestanding sign in a residential zone, at 506 Stockbridge Road, Great Barrington, in accordance with Section 146-20 of the Sign Bylaw and Section 10.4 of the Zoning Bylaw.

The Sheffield Board of Selectmen will hold a Public Hearing on Monday, June 18, 2018 at 7:00 pm in the 2nd Floor Meeting Room in Town Hall, 21 Depot Square, Sheffield, to review and receive comments on the implementation of the FY16 CDBG CDF I 00779 Sheffield-Great Barrington Community Development Block Grant, including the Housing Rehabilitation Program, the Housatonic Community Center Streetscape and Site Planning Project, and the Sheffield Town Hall ABR Construction. Residents and interested individuals from both Sheffield and Great Barrington are encouraged to attend and participate. The Town of Egremont, acting through its Board of Selectmen, invites sealed bids from contractors approved by the Massachusetts Department of Transportation for the Baldwin Hill Road South Paving and Related Work project. Plans and specifications are available electronically starting May 30, 2018 at 2pm by email request with company name, address, and phone number included to: tegremont@egremont-ma.gov. Hard copies available at the Town Hall Board of Selectmen’s office, 171 Egremont Plain Road (Route 71), Egremont, MA, with a payment of $25.00 by check (company, cashiers or certified) payable to the Town of Egremont for each set, refundable if plans and specifications are returned unmarked within fourteen (14) calendar days after the bid opening. An additional SEPARATE payment of $20.00, non-refundable, is required if postal delivery is necessary. Checks shall be payable to the Town of Egremont. Transmissions will not be faxed.
The work to be performed includes paving and related work. All applicable federal, state and local laws, regulations and rules shall be observed.
Sealed bids from General Contractors, submitted on the proper forms and clearly marked “Baldwin Hill Road South Paving and Related Work” shall be received at the Board of Selectmen’s Office, 171 Egremont Plain Road (Route 71), Egremont (or via mail to PO Box 368, South Egremont, MA 01258) until 2:00pm Friday, June 22, 2018, at which time they will be publicly opened and read aloud. Only prospective bidders who are prequalified for this project by MassDOT will be entitled to bid on this project. The estimated project value to be included on the pre-qualification form is $290,000.
The Bid Guaranty from each General Contractor shall be in the form of cash bid bond, certified check, Treasurer’s or Cashier’s check, drawn upon a responsible bank or trust company doing business in the Commonwealth of Massachusetts and shall be made payable to the Town of Egremont. The Bid Guaranty shall be five percent (5%) of the bid amount for General Contractors.
The work under this contract shall be subject to the provisions of Chapter 30, Section 39M of the Massachusetts General Laws. Wages are subject to Massachusetts’s minimum wage rates as required by M.G.L. Chapter 149, Sections 26 to 27D, inclusive. The contractor must certify that he shall not discriminate against any qualified employee or applicant for employment because of race, color, national origin, ancestry, age, sex, religion, or physical or mental handicap. The Contractor must agree to comply with all applicable Federal, State and Local statues, rules and regulations, prohibiting discrimination in employment.
A one hundred percent (100%) Performance Bond and a one hundred percent (100%) Payment Bond with a surety company qualified to do business in the Commonwealth of Massachusetts will be required of the successful bidder within 7 business days of Notice of Award.
Selection of the contractor will be based upon bidder qualifications including evidence of past performance in similar projects, bid price, and MassDOT prequalification. The Contract will be awarded to the bidder deemed by the Awarding Authority to be the lowest responsible and eligible bidder.
The Town of Egremont reserves the right to accept or reject any and all bids, in whole or in part, to waive any informality in the bids received, and to accept the bid deemed to be most favorable to the best interest of the Town. The bidder agrees that its bid shall be good and not withdrawn for a period of thirty (30) days, Saturdays, Sundays, and legal holidays excluded, after the date of opening the bids.

The Town of Egremont is a municipal corporation and is exempt from the payment of sales and compensating use taxes to the Commonwealth of Massachusetts on all materials, equipment and supplies sold to the Contractor pursuant to this contract, to the extent authorized by G.L.c. 64H, Section 6(f). These taxes are not to be included in the bid. Copies of the Owner’s tax-exempt certificate will be available to the successful Bidder upon execution of the contract.

Tree Warden
In accordance with Massachusetts General Laws (MGL), Chapter 87, Public Shade Tree Law, Section 3 (Cutting of Public Shade Trees; Hearing; Damages), the Town of Great Barrington Tree Warden will hold a Public Hearing regarding an application from National Grid to remove or prune public shade trees on Monday, June 11, 2018 at 7:00 p.m. in the Town Hall, 334 Main Street, Great Barrington, MA. Any person interested or wishing to be heard on this matter should appear at the time and place designated.
The program included a tree-by-tree hazard assessment of public and private trees, along the main three-phase lines which serve the community. The work is recommended to remove hazard trees and prune for additional clearance in order to reduce tree outage problems affecting large numbers of customers served by these main lines. National Grid’s arborists have identified sixteen (16) town trees for removal and three (3) for pruning along Oak Street and Vandeusenville Road.
Town-owned trees located within the public way designated for removal have been marked with a small red ribbon; trees designated for pruning have been marked with a small blue ribbon. All are posted with a notice of public hearing in the field.
A complete list of town-owned trees designated for removal or pruning including information about the location, size and species of the affected trees and the reason for work proposed, is available weekdays from the Town Hall, Library and Highway Department during normal business hours.

The Town of Sheffield is seeking bids for Bituminous Concrete in the amount of approximately 4,500 tons. The project consists of various locations as specified in the bid documents. Bid prices shall include all labor, equipment, and material for a complete in place product.
All work is to be completed October 15, 2018. All materials and workmanship must meet MassDOT specifications. Bid Documents and Specifications are available from the Board of Selectmen’s office (413-229-7000, Ext. 152), Monday, Tuesday, Thursday and Friday from 9:00 AM to 4:00 PM.
Bids in sealed, opaque envelopes shall be marked “2018 RESURFACING VARIOUS ROADS” and delivered to the Board of Selectmen’s Office, Town Hall,21 Depot Square, Sheffield, MA 01257 by June 14, 2018 at 2:00 PM, at which time they will be publicly opened and read aloud. Awarding Authority is the Board of Selectmen.
Each general bid shall be accompanied by a security or bond in the amount of 5% (percent) of the bid price. The successful bidder must furnish a 100% performance bond and 100% payment bond. The minority employee percentage rate to be applied to this project will not be less than 5% (percent) in each class. Wage rates are subject to the minimum wage rates as per M.G.L. Chapter 149 Section 26 to 27F, inclusive. No bidder may withdraw their bid for a period of thirty days after the actual date of opening of the bids.
The contractor must be pre-qualified by MassDOT. Only bidders who are pre-qualified will be able to receive Bid Package. Those who are not pre-qualified may obtain a bid package for a fee of $50, refundable only upon becoming pre-qualified.
This contract will contain a price adjustment for hot mix asphalt mixtures. Price adjustments will be in accordance with MassDOT period price adjustments for Hot Mix Asphalt. The base prices, dated May 14, 2018 are as follows: Liquid Asphalt​—​$485.00 per ton, Diesel​—​$2.534 per gallon, Gasoline ​​ $2.336 per gallon, Portland Cement ​​ $123.62 per ton. The price adjustment will be based on the variance from the Base Price to the Period Price at the time the work is completed. The price adjustment must be reflected on the invoice.
The Town of Sheffield reserves the right to reject any and all bids, to waive minor informalities or irregularities in any bid, and to make an award in any manner consistent with the law and deemed to be in the best interests of the Town.
