NOTICE OF A PUBLIC HEARING

PROJECT FILE NO. 608645

A Design Public Hearing will be held by MassDOT to discuss
the project that proposes to rehabilitate one bridge in the Town of New
Marlborough, MA; Campbell Falls
Road over the Whiting River.

PURPOSE: The purpose of this hearing is to provide the
public with the opportunity to become fully acquainted with the bridge
rehabilitation project in New Marlborough. All views and comments made at the
hearing will be reviewed and considered to the maximum extent possible.

PROPOSAL: The proposed project consists of the
rehabilitation of the bridge structures that was constructed in 1938. The
roadway surface, bridge railings, concrete deck and steel beams for each bridge
will be replaced. The new structures will consist of steel beams with composite
reinforced concrete decks.

The 42’ long single span Campbell Falls Road bridge will increase
the width of the existing bridge to 16’ curb to curb roadway width to match the
approaches, and will consist of a single 16’ shared travel lane. The existing
abutments will be reused with modifications.

The bridge will be closed during construction and traffic
will be detoured. Proposed approach roadway work includes the construction of
full depth asphalt pavement and roadway resurfacing for approximately 175feet
on the west approach and 150 feet on the east approach of the bridge. There
will be no sidewalks on the proposed bridge or approach roadway. There are no
Right of Way impacts anticipated on this project.

Written views received by MassDOT subsequent to the date of
this notice and up to five (5) days prior to the date of the hearing shall be
displayed for public inspection and copying at the time and date listed above.
Plans will be on display one-half hour before the hearing begins, with an
engineer in attendance to answer questions regarding this project. A project
handout will be made available on the MassDOT website listed below.

Written statements and other exhibits in place of, or in
addition to, oral statements made at the Public Hearing regarding the proposed
undertaking are to be submitted to Patricia A. Leavenworth, P.E., Chief

TOWN OF GREAT BARRINGTON

INVITATION TO BID

The Town of Great
Barrington, acting through its Dept. of Public Works,
invites sealed bids from contractors approved by the Massachusetts Department
of Transportation for the Oak St,
Lake Ave, Cypress St, and Lake Mansfield Road Paving
& Related Work. Electronic copies of the plans and specifications are
available via email request to mjacoby@foresightland.com starting Wednesday
August 21, 2019. Hard copies are available from Foresight Land Services, 1496
W. Housatonic St, Pittsfield, MA upon payment of $25.00 by check (company,
cashiers or certified) made out to the Town of Great Barrington for each set,
refundable if plans and specifications are returned unmarked within fourteen
(14) calendar days after the bid opening. An additional SEPARATE payment of
$20.00, non-refundable is required if postal delivery is necessary. Checks
shall be payable to the Town of Great
Barrington. Transmissions will not be faxed.

The work to be performed includes paving and related work.
All applicable federal, state and local laws, regulations and rules shall be
observed.

Sealed bids from General Contractors, submitted on the
proper forms and clearly marked “Oak

Only prospective bidders who are prequalified for this
project by MassDOT will be entitled to bid on this project. The estimated
project value to be included on the pre-qualification form is $500,000.

The Bid Guaranty from each General Contractor shall be in
the form of cash bid bond, certified check, Treasurer’s or Cashier’s check,
drawn upon a responsible bank or trust company doing business in the
Commonwealth of Massachusetts and shall be made payable to the Town of Great
Barrington. The Bid Guaranty shall be five percent (5%) of the bid amount for
General Contractors.

The work under this contract shall be subject to the
provisions of Chapter 30, Section 39M of the Massachusetts General Laws. Wages
are subject to Massachusetts’s
minimum wage rates as required by M.G.L. Chapter 149, Sections 26 to 27D,
inclusive. The contractor must certify that he shall not discriminate against
any qualified employee or applicant for employment because of race, color,
national origin, ancestry, age, sex, religion, or physical or mental handicap.
The Contractor must agree to comply with all applicable Federal, State and
Local statutes, rules and regulations, prohibiting discrimination in
employment.

A one hundred percent (100%) Performance Bond and a one
hundred percent (100%) Payment Bond with a surety company qualified to do
business in the Commonwealth
of Massachusetts will be
required of the successful bidder within 7 business days of Notice of Award.

Selection of the contractor will be based upon bidder
qualifications including evidence of past performance in similar projects, bid
price, and MassDOT prequalification. The Contract will be awarded to the bidder
deemed by the Awarding Authority to be the lowest responsible and eligible
bidder.

The Town of Great
Barrington reserves the right to accept or reject any
and all bids, in whole or in part, to waive any informality in the bids
received, and to accept the bid deemed to be most favorable to the best
interest of the Town. The bidder agrees that its bid shall be good and not
withdrawn for a period of thirty (30) days, Saturdays, Sundays, and legal
holidays excluded, after the date of opening the bids.

is exempt from the payment of sales and compensating use taxes to the Commonwealth

GREAT BARRINGTON
CONSERVATION COMMISSION

The Great Barrington Conservation Commission will hold a
public meeting on Wednesday, August 28, 2019 at 6:30 PM at the Great Barrington
Town Hall, 334 Main Street, to act on a Request for Determination of
Applicability submitted by Berkshire Natural Resources Council for continuing
to employ mechanical and chemical controls to further reduce the presence of
non-native, invasive plants to 5% of their 2017 levels in the Riverfront
Resource Area and adjacent lands, thereby improving the floodplain and meadow
habitats of the Housatonic Flats Reserve. BNRC’s invasive species control work
began in 2017/2018 under a grant from Mass Division of Fisheries &
Wildlife. The property is located on Stockbridge
Road, Map 29 Lot 40. This public meeting will be
held in accordance with the Massachusetts Wetlands Protection Act, Chapter 131,
Section 40 and the Great Barrington Wetlands Bylaw and Regulations, Chapter 168

CONSERVATION COMMISSION

The Great Barrington Conservation Commission will hold a
public hearing on Wednesday, August 28, 2019 at 6:30 PM at the Great Barrington
Town Hall, 334 Main Street, to
act on a Notice of Intent submitted by Foresight Land Services for Simon’s Rock
College of Bard, property at 84
Alford Road, Map 32 Lot 79. The proposed work
includes construction of a new 8,100 sq. ft. footprint dormitory building and
concrete walkways over the footprint of an existing paved parking lot, a storm
water management system, lighting, signage, and site grading to ensure handicap
accessibility. This public hearing will be held in accordance with the
Massachusetts Wetlands Protection Act, Chapter 131, Section 40 and the Great
Barrington Wetlands Bylaw and Regulations, Chapter 168 and Chapter 217 Article
III.
