INVITATION TO BID

BOARD OF SELECTMEN

SHEFFIELD, MASSACHUSETTS

RANNAPO ROAD RELOCATION

 

The Town of Sheffield, Massachusetts, acting through its Board of Selectmen, will accept

sealed bids from qualified contractors for the relocation of Rannapo Road in the Town of Sheffield, Massachusetts. The proposal must be filled out and signed as directed therein.

The sealed bids shall be clearly marked “Rannapo Road Relocation”.

The estimated project value is $331,000.

The bid deadline is September 18 2018 at 11:00 AM, local time. At this time the bids will

be publicly opened and read aloud in the Selectmen’s Office, 21 Depot Square Sheffield, MA 01257.

Bidders must be pre-qualified by MassDOT in the HIGHWAY-CONSTRUCTION category to bid on the above project. An award will not be made to a Contractor who is not pre-qualified by MassDOT prior to the opening of Proposals.

All pre-bid questions concerning the contract documents and the work contained therein

should be emailed to mmorrison@bscgroup.com and rlabombard@sheffieldma.gov no later than 1 :00 p.m. on the Thursday before the scheduled bid opening date.

All work shall be in conformance with the 1988 Massachusetts Department of Transportation Standard Specifications for Highways and Bridges as amended.

The scope of work for the relocation of Rannapo Road includes the installation of erosion and sediment control, temporary traffic controls, removal and disposal of the existing roadway, full depth construction of the proposed roadway layout, installation of pre-cast retaining wall, installation of paved waterway, installation of guardrail and other incidental work.

Bid Security in the form of a bid bond, cash, certified check, treasurer’s or cashier’s check payable to the Town of Sheffield, is required in the amount of five percent of the bid, in accordance with Section 00200, INSTRUCTIONS TO BIDDERS. The selected contractor shall furnish a performance bond and a payment bond in the amount at least equal to one hundred percent (100) of the contract price as stipulated in Section 00520 CONSTRUCTION CONTRACT of these specifications. A 100 performance bond will be required of the successful bidder within (10) days following the notice of award. This check to be the property of the Town of Sheffield if the successful bidder fails to execute the contract and satisfactory bond within ten (10) days after the contract may have been awarded to him.

The Instructions to Bidders, Form of General Bid, Agreement, Plans, Specifications, Performance and Payment Bond, and other Contract Documents may be obtained through emailing the Assistant to the Town Administrator, Jill Hughes Uhughes@sheffieldma.gov. during normal business hours: Monday, Tuesday, Thursday and Friday 9:00 am to 4 p.m.

Attention is called to the fact that State Prevailing Wage Rates are established for the project as set forth in the contr​act documents.

The bidder agrees that this bid shall be good and may not be withdrawn for a period of 30 working days, Saturdays, Sundays and legal holidays excluded after the opening of bids.

The Town reserves the right to waive any informalities, to accept or reject, in whole or in part any or all bids, or take whatever other action may be deemed to be in the best interest of the Town.

TO ALL INTERESTED AGENCIES, GROUPS AND PERSONS:On or about the 19th day of September, 2018 the Town of Monterey will submit a request to the Commonwealth of Massachusetts Department of Housing and Community Development (DHCD) for the release of CDBG funds under Title I of the Housing and Community Development Act 1974 (PL 93-383) as amended to undertake a project known as the Monterey Regional Housing Rehabilitation Program for the purpose of completing moderate rehabilitation of homes in the towns of Monterey, Sandisfield and Egremont totaling up to $1,025,550.

The activity proposed is categorically excluded under HUD regulations at 24 CFR Part 58 from the National Environmental Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at Monterey Town Hall and is available for public examination and copying, upon request weekdays between the hours of 8:30 a.m. and 12:00 noon.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to Carol Edelman, Chairman of the Board of Selectmen at Monterey Town Hall on or before September 18 2018. All such comments so received will be considered prior to authorized submission of a request for release of funds.

RELEASE OF FUNDS

The Town of Monterey certifies to DHCD that Carol Edelman, in her official capacity as Chairman of the Board of Selectmen, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s and Massachusetts DHCD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Town of Monterey to use Program funds.

OBJECTION TO RELEASE OF FUNDS

Massachusetts DHCD will accept objections to its release of fund and the Town of Monterey certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases:

  1. a) The certification was not in fact executed by the Town’s Certifying Officer; b) The Town has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; c) The grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD or the Massachusetts Department of Housing and Community Development; or d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Massachusetts Community Development Block Grant, Department of Housing and Community Development, 100 Cambridge Street, Suite 300, Boston, MA 02114. Potential objectors should contact the Massachusetts Department of Housing and Community Development to verify the actual last date of the objection period.

NOTICE OF PUBLIC HEARING

 

The Great Barrington Selectboard will hold a public hearing on Monday, September 24, 2018 at 7:00 PM at Town Hall, 334 Main Street, Great Barrington, MA, to act on the special permit application of Great Barrington Real Estate LLC, c/o Nicholas Arienti, Hellman Shearn and Arienti LLP, to modify existing Special Permit 538-96, at 300 Stockbridge Road, Great Barrington, MA, in accordance with Sections 3.1.4 C(11), 6.1.9, 7.12, and 10.4 of the Great Barrington Zoning Bylaw. Modification is requested in order to allow retail use of an area at the rear (east side) of the building that is currently designated for parking.
