GREAT BARRINGTON CONSERVATION COMMISSION

The Great Barrington Conservation Commission will hold a public hearing on Wednesday, June 27, 2018 at 6:30 PM at the Great Barrington Town Hall, 334 Main Street, to act on a Notice of Intent submitted by Stantec Consulting Services, Inc. for the Town of Great Barrington, the property consists of Bridge Street and Church Street in downtown Great Barrington. The project consists of improvements to existing public roadways including milling & overlay of road, replacement of existing curb and concrete sidewalk, installation of new concrete sidewalks, and replacement of existing bituminous concrete driveway aprons. The proposed work regulated by Wetlands Regulations consist of new sidewalks and an extended driveway apron. This public hearing will be held in accordance with the Massachusetts Wetlands Protection Act, Chapter 131, Section 40 and the Great Barrington Wetlands Bylaw and Regulations, Chapter 168 and Chapter 217 Article III.

GREAT BARRINGTON CONSERVATION COMMISSION

The Great Barrington Conservation Commission will hold a public meeting on Wednesday, June 27, 2018 at 6:30 PM at the Great Barrington Town Hall, 334 Main Street, to act on a Request for Determination of Applicability from Mike Parsons of Kelly, Granger, Parsons & Associates for Katherine Sachs, property is at 81 Division Street, Map 28 Lot 15. The applicant is seeking to install an upgrade to an existing septic system within the outer 50 feet of the Buffer Zone of an Intermittent Stream. This public hearing will be held in accordance with the Massachusetts Wetlands Protection Act, Chapter 131, Section 40 and the Great Barrington Wetlands Bylaw and Regulations, Chapter 168 and Chapter 217 Article III.

GREAT BARRINGTON FIRE DISTRICT

The Great Barrington Fire District, acting through the Prudential Committee invites sealed bids from qualified contractors to furnish operators/laborers and heavy equipment necessary to provide various emergency water system maintenance services for FY2019.

Specifications are outlined on the Bid Proposal forms that may be obtained at the Fire District office at 17 East Street in Great Barrington.

Sealed bids are due at the Great Barrington Fire District office by 4:00 P.M. on June 19, 2018. The Great Barrington Fire District’ s Prudential Committee is the awarding authority and reserves the right to reject any or all bids, to waive minor informalities or irregularities in any bid, to make an award in any manner consistent with the Massachusetts General Laws and deemed to be in the best interest of the Great Barrington Fire District.

PUBLIC NOTICE

Notice of Informational Meeting – Anticipated Round 4 Restoration Project Funding

The Commonwealth of Massachusetts Department of Environmental Protection and the U.S. Fish and Wildlife Service, comprising the Massachusetts SubCouncil of the Housatonic River Natural Resource Trustees (MA SubCouncil), will host a pre-Grant Application and Announcement (GAA) informational meeting on June 26, 2018, at 5:30 pm at the Lenox Public Library (Welles Gallery), 18 Main Street, in Lenox, MA, to discuss the fourth and final round of funding (Round 4) of the Massachusetts Housatonic River Watershed Restoration Project. The MA SubCouncil plans to release a GAA for Round 4 in August 2018 in order to disburse up to $1.5 million to restore, rehabilitate, replace, and/or acquire the equivalent of injured natural resources and services of the Housatonic River Watershed in Massachusetts.

This informational meeting is being held in advance of the GAA being released to provide an overview of the process and allow potential applicants the opportunity to discuss project ideas with the MA SubCouncil. Procurement rules prohibit the MA SubCouncil from consulting with potential applicants to develop project ideas once the GAA is issued. Potential applicants are strongly encouraged to attend this meeting or contact the MA SubCouncil before the GAA is issued to refine project ideas and obtain feedback.

TOWN OF GREAT BARRINGTON

INVITATION FOR BID

The Town of Great Barrington, acting through its Chief Procurement Officer and in conjunction with the Department of Public Works, invites sealed bids from contractors for the Downtown Area Roadway Improvements Project. The work generally consists of concrete sidewalk and curbing removal and replacement, roadway pavement milling, paving and striping, signage, drainage and utility installation, temporary and permanent signage installation, roadway reclaim and reconstruction.

A Bid Proposal Package for this project which contains detailed specifications, bid forms and other pertinent information may be obtained for free electronically (in PDF format) from the Town’s consultant engineer, Stantec by emailing a request for documents for bidding to Bryan Ruoff at bryan.ruoff@stantec.com Paper plans and specifications will also be available from Stantec Consulting Services Inc. at 5 Dartmouth Drive, Suite 101, Auburn NH 03032, Hours: 8 AM to 4:30 PM, Mon.—Fri., Tel: 603-669-8672, for a $50.00 non-refundable fee per set. There will be no charge for mailing sets. The fee must be made payable to Stantec Consulting Services Inc. NO CASH WILL BE ACCEPTED. Only those contractors who have been prequalified by MassDOT for the type of work at the contract amount will be allowed to receive Bid Proposal Packages.

Sealed Bids shall be received at the Office of the Town Manager, 334 Main Street, Great Barrington, MA by 10:00 AM on Thursday July 12, 2018 at which time all bids will be publicly opened and read aloud. Proposals must be sealed and clearly marked “Downtown Area Roadway Improvements Project”. The Town Manager is the awarding authority and reserves the right to reject any or all bids, to waive minor informalities or irregularities in any bid, to make an award in any manner consistent with the law and deemed to be in the best interests of the Town of Great Barrington. All perspective bidders are required to attend a Mandatory Pre-Bid Conference to be held at 9:00 AM on Tuesday, June 26th, 2018 at the Town Offices, 334 Main Street, Great Barrington, MA at which time the Town and their consultant engineer, Stantec, will be available to answer questions related to the contact documents, a site visit of the limits of work shall occur after the meeting.

All bidding is subject to the provisions of M.G.L. Chapter 30, Section 39M and Chapter 149, Sections 44A-J inclusive. Wages are subject to prevailing wage requirements of M.G.L. Chapter 149, Sections 26-27H inclusive. All bids shall be accompanied by a bid deposit in an amount which is not less than five percent (5%) of the bid amount in the form of a bid bond or cash, certified check, treasurer’s check or cashier’s check issued by a responsible bank or trust company payable to the Town of Great Barrington.

The successful BIDDER must furnish insurance certificates, a 100% Performance Bond and a 100% Payment Bond with a surety company approved by the OWNER within five (5) days of the Notice to Award. Bids may not be withdrawn within 30 consecutive days after the bid opening.

TOWN OF MOUNT WASHINGTON

PUBLIC HEARING

The Mount Washington Planning Board will hold a public hearing pursuant to the provisions of MGL 40A Section 5 on Tuesday, June 26, 2018 at 7:00 at Town Hall, 118 East St., Mount Washington, MA to provide interested parties with an opportunity to comment on proposed amendments to the Mount Washington Zoning Bylaws. The proposed amendments would add a Section 215-30, entitled Religious or Nonprofit Educational Camp Bylaw. Section 215-6. Special Permits A. (1) Camps, will be deleted and all subsequent sections would be re-numbered. The proposed amendments would add a Section 215-31, entitled Outdoor Illumination Bylaw. Copies of the proposed texts may be inspected in the Town Clerk’s office at Town Hall during office hours and copies will also be available on the town website. Any person wishing to be heard on these matters should appear at the time and place designated.

TOWN OF SHEFFIELD

NOTICE OF PUBLIC HEARING

The Sheffield Conservation Commission will hold a public hearing on Monday, June 25, 2018 at 7:00 p.m., 1st floor meeting room, Town Hall, 21 Depot Square, regarding a Request for Determination of Applicability, filed by Louis Aragi, Jr. for property on 707 South Main Street, Sheffield, in accordance with the provisions of M.G.L. Chapter 131, sec. 40. The purpose of the hearing is to gather information regarding the proposed project: Clearing portions of woods to create open agricultural fields.

The intention of the applicant will be discussed in compliance with the Massachusetts Wetlands Protection Act.
